This article explains that building a model of formation of professional competence of a cadet military education-instructional design on the example of the subject of foreign language is based on a systemic and personal-activity approach, according to which components of the system are determined by its functions, the implementation of these functions are focused on activities that ensure not only its institutional, steady state, but also the efficiency
