Abstract

The strategic objectives of modern education, to increase the level of achievement in the framework of education by the international needs of the country, and beyond, in order to ensure the objectivity of the learning outcomes and the competitiveness of school graduates, the development of uniform requirements for assessing student learning achievement are determined by needs.

The article presents the mechanisms of the emergence of functional literacy, the need and definition of functional literacy. The definitions of the types of functional literacy are given: mathematical literacy, science literacy, and reading literacy. The results of the international comparative study of schoolchildren in Kazakhstan under the PISA (Program for international student assessment) program for each literacy depending on the types of functional literacy are presented in the table. The results of the international comparative study of PISA of Kazakhstani schoolchildren are summed up. Ideas are formulated on how to improve the functional literacy of Kazakhstani schoolchildren. An increase in the functional literacy of students occurs when new results are achieved due to the presence of systemic changes in educational activities, the formation of skills in accordance with modern requirements, functional literacy of students and the development of positive behavioral strategies. In this regard, one of the tasks facing the professional community is the development of national tools and technologies that contribute to the formation and assessment of the ability to apply the knowledge gained in the learning process to solve various educational and practical tasks - the formation of functional literacy.
