Abstract

The paper defines the basic principles and approaches to the key trends in the development of higher education in the Republic of Kazakhstan. The meanings of a humanely-oriented paradigm based on a creative approach and value-semantic trends in the development of Kazakh society are actualized. The content of the concept of "value" is revealed, which includes a number of features, characteristic of public consciousness: to be useful, necessary and to understand the expediency of the undertaking. The authors propose an orientation towards the formation of a system of national and universal values among students in the context of the national code "Mangilik el". The scientific and practical significance of the article lies in the presentation of criteria for measuring the formation of value orientations of philology students. The authors consider conceptual approaches to the development of value-semantic competencies, which are defined by such categories as the index of happiness and well-being, the meaningfulness of life and the possibility of one's own contribution to the common cause of the progress of society. The pedagogical effectiveness of using a system of axiological guidelines that meet the requirements of the laws of the development of world pedagogical thought, ethno-cultural values and mentality of Kazakhstan, the specifics of pedagogical work is substantiated.
